From January 2021 sending invoices to Sistema TS becomes half-yearly

The Ministry of Economy and Finance, with the decree of the MEF of 29 January 2021, brings changes to the earlier MEF Decree of 19 October 2020 (here is the link ). The change concerns ordinary terms for sending data to the Sistema Tessera Sanitaria. In particular, monthly submission is postponed to January 2022.

So what changes from January 2021?

For expenses incurred from 1 January 2021, the new deadline for transmitting the data must be met by 31 July 2021, the monthly submission is therefore postponed in favour of a six-monthly submission. The data for the second half of the year must be transmitted by 31 January 2022.

What else changes from January 2021?

As well as the change to the timing for sending health invoices to the Sistema Tessera Sanitaria, from January 2021 new information must also be reported, such as:

  • VAT rate or VAT nature of the transaction;
  • Type of tax document (invoice or receipt);
  • Any objection by the patient to the invoice being sent to the sistema TS: the data of those who object must be sent anyway, but the patient's tax code will be removed automatically
  • Payment methods for healthcare expenses: the tax deduction for the 730 return is granted only if payment was made by a traceable method (credit/debit card, bank transfer, or any electronic payment method), excluding cash payment.
