    Frequently Asked Questions

FSE 2.0 for psychiatrists: everything you need to know

Are psychiatrists required to use FSE 2.0?

Yes. From March 31, 2026, all psychiatrists—whether self-employed, in private practices, or at private mental health centers—are required to submit reports of services provided to the Electronic Health Record 2.0, as required by Legislative Decree 34/2020 (Relaunch Decree) and subsequent implementing provisions of the Medical Association.

What documents must a psychiatrist submit to the FSE?

The psychiatrist must submit the psychiatric outpatient reports relating to clinical interviews and assessments provided. This includes the psychiatric clinical report, the psychodiagnostic evaluation, the ICD-10 diagnosis for mental disorders (codes F00-F99), documentation of psychopharmacological therapy, the treatment plan, and clinical notes. The document must be in HL7 CDA2 format and digitally signed.

How is the privacy of sensitive psychiatric data ensured in the EHR?

Psychiatric data is classified as a special category pursuant to Article 9 of the GDPR (EU Regulation 2016/679) and enjoys enhanced protection. BeebeeDoc applies end-to-end encryption, complete access auditing, anonymization where possible, and full compliance with Legislative Decree 196/2003 (Privacy Code). Access is limited to the psychiatrist responsible for the data and to individuals authorized by the patient.

How long do I have to send the report to the FSE?

The law requires that every healthcare service be entered into the EHR within 5 days of its provision. With BeebeeDoc, the transmission occurs automatically immediately after the psychiatric report is digitally signed, ensuring compliance with deadlines without any manual intervention and with tracking of the care status.

Does BeebeeDoc also work for multi-practitioner practices with psychiatrists and other specialists?

Yes. BeebeeDoc is a cloud-based management system that supports practices with multiple psychiatrists or multi-professional environments (psychiatrists, psychologists, psychiatric nurses). Each professional has their own digital signature certificate and signs their own reports independently. The system maintains a shared archive of patients and clinical interviews, with separate access rights based on role and specialty.

BeebeeDoc is not just FSE 2.0. Discover all the features of the cloud management software for psychiatrists: agenda, psychiatric medical records, electronic invoicing, treatment plans and much more.
