FSE 2.0 for physiotherapists: everything you need to know

Are physiotherapists required to use FSE 2.0?

Yes. From March 31, 2026, all healthcare professionals—including freelance physiotherapists and those working in private facilities—are required to submit reports of services provided to their Electronic Health Record 2.0, as required by Legislative Decree 34/2020 (Relaunch Decree) and subsequent implementing provisions.

What documents must a physiotherapist submit to the FSE?

The physiotherapist must submit outpatient reports relating to physiotherapy and rehabilitation services provided. This includes the initial functional assessment, rehabilitation plan, session reports with ICD-10 diagnoses, procedures performed, and clinical notes. The document must be in HL7 CDA2 format and digitally signed.

How long do I have to send the report to the FSE?

The law requires that every healthcare service be entered into the EHR within 5 days of its provision. With BeebeeDoc, the transmission occurs automatically immediately after the report is digitally signed, ensuring compliance with deadlines without any manual intervention.

Is specific software needed for physiotherapists for FSE 2.0?

Management software accredited by the Ministry of Health is required for transmission to the FSE 2.0 and that supports the generation of CDA2 documents for physiotherapy reports. BeebeeDoc is accredited and offers specific features for physiotherapists: ICD-10 codes for musculoskeletal conditions, a structured rehabilitation plan, and SNOMED CT terminology for physiotherapy procedures.

Does BeebeeDoc also work for physiotherapy practices with multiple practitioners?

Yes. BeebeeDoc is a cloud-based management system that supports practices with multiple physiotherapists, each with their own digital signature certificate. Each professional independently signs and transmits their reports to the EHR, with a shared practice-wide archive for managing patients and rehabilitation cycles.
