The report reaches the health record

From 31 March 2026 the duty to populate the Electronic Health Record 2.0 with the medical reports for the services provided applies to all healthcare professionals, self-employed professionals and private facilities included: this is laid down by D.L. 34/2020 (Decreto Rilancio) together with the subsequent implementing provisions. For a cosmetic surgery practice the question is not whether the duty exists, but which of the services provided fall under it.

Cosmetic surgery falls under the FSE obligation when it represents a healthcare service (reconstructive, post-traumatic, post-oncological, or therapeutic procedures). Purely cosmetic procedures are not formally covered by the obligation, but recording the documentation in the FSE is highly recommended for: legal protection of the surgeon, medical-legal traceability, continuity of care, and transparency of informed consent.
