    From 31 March 2026, cosmetic surgeons who provide healthcare services (reconstructive, therapeutic, post-traumatic or post-oncological interventions) are obliged to feed the Electronic Health Record 2.0 with surgical reports. The documents must be sent to the regional FSE gateway. within 5 days from the intervention, in CDA2 format and digitally signed.

    Are physiotherapists required to use FSE 2.0?

    Yes. From March 31, 2026, all healthcare professionals—including freelance physiotherapists and those working in private facilities—are required to submit reports of services provided to their Electronic Health Record 2.0, as required by Legislative Decree 34/2020 (Relaunch Decree) and subsequent implementing provisions.

    What documents must a physiotherapist submit to the FSE?

    Cosmetic surgery falls under the FSE obligation when it represents a healthcare service (reconstructive, post-traumatic, post-oncological, or therapeutic procedures). Purely cosmetic procedures are not formally covered by the obligation, but recording the documentation in the FSE is highly recommended for: legal protection of the surgeon, medical-legal traceability, continuity of care, and transparency of informed consent.

    How long do I have to send the report to the FSE?
